Chacko daughters appeal for justice
ITANAGAR, Sept 9: Preenu Chacko and Preethu Chacko, daughters of late K P Chacko, a businessman who was killed recently in Capital Region have appealed for early punishment of those behind the death of their father.
We trust that the savage culprits will get the punishment they deserve, so that no person will ever again in future think of doing such a hideous act to another human being, the daughters wrote in an email to this daily.
“We have pain in our hearts and always will as we have lost our dear wonderful daddy who was our best friend too. Justice for our daddy will give us a little bit of comfort” the girls wrote in a message.
This hideous crime has left a very big void in our lives and we are hoping and praying that no one else will have to go through such a torture in future, they added.
The daughters thanked the chief minister Nabum Tuki for the support extended to the family and for arranging immediate transportation of the body to Kerala for the last rites.
We thank each and every one with all our hearts who worked very hard in this case and those who have given us moral support during the entire time, the statement further read.
Creating manpower without employment avenues may be dangerous: CM

Tuki further expressed concern over difficulties faced by students who have to go outside the state to pursue higher and technical education in their respective chosen fields.
“Every year 15 to 20 thousand students are forced to move out of the state for higher education for want of educational institutions in the state. Therefore, we are committed to create new and quality educational institutes in the state. At the same time we have to fulfill the minimum requirements of basic infrastructure and manpower in the existing institutions,” he said.
Lauding the AIFUCTO, particularly its General Secretary Prof Ashok Burman, for organizing the North East Zone conference in the state capital, the Chief Minister expressed optimism that the intellectual people gathered would come out with a road map during the conference that would show a path to the government in churning out a holistic education policy for the region and the state.

“Higher education in Arunachal is still in its formative years. Therefore, the teaching community, the administrators and the government will have to work as a team to bring the sector at par with other states of the country,” he pointed.
Felix too felt that platforms like the ongoing conference were the best opportunity to discuss and offer suggestion to the government in taking the education scenario forward.
Earlier, Dr. Jommi Loyi, President, APCTA in his speech highlighted the technical and financial hardship being faced by the college teachers in the state. He called for implementation of UGC guidelines and related benefits for teachers in toto in the state.
DNGC principal Tomar Ete emphasized on quality education and encouraged the active participation of teachers in higher education.
Prof. Asok Burman, in his brief note, claimed AIFUCTO as the largest organization of teachers in the world with around six lakh teachers registered under it. He called for active participation of teachers in Rashtriya Ucchatar Shiksha Abhiyan (RUSA) implementation process in the state.
A book titled Political Transition of Tagin Tribe written by Dr. Bijay Raji was also released by Tuki on the occasion.
Mystery deepens in ADC to Governor missing case

ITANAGAR, Sept 9: Major Sharyf Bhonsle, a Special Forces officer of Army, who was serving as Aide de Camp (ADC) to the Arunachal Pradesh Governor, continues to remain untraceable. He had been reportedly missing since August 18 and was supposedly vacationing in Europe at the time of missing. As the Army Major still remained untraceable speculation about the cause of his missing is growing. According to sources Major Bhonsle went missing from Norway while participating in a bungee jumping event. It is feared that he might have met with an accident.
However, when contacted Secretary to Governor Shurbir Singh termed this new revelation as pure speculation and said that his office is not aware of any such news. “We have informed military headquarters about his missing status and are in constant touch with them. I have no information about this accident news. This is baseless rumours and there is no truth behind it,” stated Singh.
As per the report Major Bhonsle did not inform military headquarters about his Europe visit plan. Army is reported to be furious with his action and is contemplating to initiate strong action against him (Bhonsle) for travelling abroad without informing them.
Major Bhonsle went on leave on 23rd June and was supposed to report to Governor Secretariat on August 18th but he never turned up. The Army officer was on deputation with government of Arunachal for the last one year. Governor Lt Gen Retd Nirbhay Sharma was also from same para unit of special force during his tenure with army. What is more surprising is that even the family member of Major Bhonsle is also not aware about his whereabouts. A native of Pune, Maharashtra he was an alumni of National Defence College.

Two major crimes occurred in Itanagar one after another which have been widely reported in the media and discussed on social networking sites.
Vijaya Bank was looted at Rajiv Gandhi University campus in broad day light in August. The perpetrators not only looted money but shot a bank employee as well. One of the arrested is allegedly behind three other bank robberies. One can’t help but wonder why some people have been given the freedom to execute one loot after the other. Isn’t such repeated daring offences reflection on the judiciary and policing in the state?
More recently, a prominent businessman was abducted from his home and subsequently killed.
In the meantime, the police department and state government have announced establishment of five check gates within the Capital Region to check crimes. It clearly is a nervous tactic by the govt to reassure the citizens and business community who are obviously panicky.
There are check gates already at Banderdewa and Gohpur/Hollongi, which are major entry points to the capital region. Many of you who use personal cars will agree that checks are at the most basic. A careless scan of the faces and one is let in. Vehicles coming in are checked, not the outbound ones. A tribal looking face need not even budge from the car as if the tribals are not capable of committing crime and Arunachal the only state where people with Mongoloid features reside. The body language of the security personnel suddenly changes when a big car approaches. With easy money to be made from unfair business practices and day light extortion, big air conditioned cars are not out of bounds for anymore.
Ages ago once yours truly returned home late night from office with a colleague when
a security personnel stopped the car. When we announced that we were coming from
a newspaper office, the guy said, “tumhara matha main likha nehi hain ki tum journalist ho”.
The response was unexpected and sounded rude. But today I wish we get to hear the

Spearheading the awareness programme, Tawang District Forest Officer Pradeep Wahule explained to the students and teachers about the threats posed to environment due to global warming caused by deforestation, plastic hazards, soil erosion, and environment pollution.
Calling upon the participants to refrain from dumping garbage in streams, rivers and water bodies endangering the lives of downhill dwellers as well as aquatic animals, Wahule stressed on segregation of wastes.
He said that toxic plastics and waste materials dumped in open have started taking its toll. Yaks and cows are dying after consuming plastics. Dumping garbage and toxic waste materials in open has also been one of the main reasons for death of many rare bird species,” he said.

Namsai district to get separate Zilla Parishad, DRDA
NAMSAI, Sept 9: The Lohit Zilla Parishad in its meeting held at Namsai today adopted two important resolutions for new Namsai district. The meeting presided over ZP Chairperson Kyasing Munglang resolved that a new Namsai Zilla Parishad be constituted with Lower Lekang, Upper Lekang, Namsai, Ningroo and Chowkham Zilla Parishad member constituencies immediately. On the other hand the Lohit Zilla Parishad shall consist of Wakro, Tezu and Sunpura Zilla Parishad constituencies.
The meeting further resolved that a separate DRDA with Chowkham, Lekang and Namsai CD Block be constituted for Namsai district immediately, while the Lohit DRDA shall consist of Wakro and Tezu CD block.
Referring to the major flood damage in Lekang circle, Lekang ZPM Jugesh Taye requested MP Ninong Ering to convince the Centre for release of more flood damage relief fund. Among other damages, the PMGSY road to Dirak Miri village of Lekang Circle was completely breached and upto 6 km of the surface road was washed off.
However, RWD and WRD were asked to conduct a joint survey and suggest measures to restore the road connectivity as the road was cut into two halves by the Noa Dihing river. Namsai ZPM M Chowpoo expressed grave concern over the scarcity of drinking water in parts of Lathao circle. The PHED was directed to prepare a scheme for deep bore water to partially solve the problem. He also requested the WRD to initiate process for construction of embankment near Mengkengmiri, which is a low lying village between Noa Dihing and Tengapani rivers and gets submerged by the flood water every year. The ZPM further questioned the pattern of wage payment for the job card holders under MNREGA, which was clarified by PD DRDA, Lohit T Gangkak.

MSDP and minority areas
Dear Editor,
I would like to draw the kind attention of the authorities concerned regarding the implementation of MSDP in Tuting Block. The implementation of MSDP in the state has become a hot topic for debate.
Our confusion about the implementation of MSDP is very natural in the state where there are different tribes with different cultures and religions. Arunachal Pradesh is not a state of one religion. That's why confusion is very natural while implementing such schemes which have been sanctioned on the basis of religion. But this confusion shows the failure of the state government for taking up such schemes in the state and the incapability of the concerned officers.
Ministry of Minority Affairs Govt of India has identified those Blocks as Minority Concentration Block in the country where Muslims, Sikhs, Christian, Zoroastrian (Parsis) and Buddhist have at least 25% of the total population. It has been implemented on the basis of religion as per 2001 census.
As per 2001 census, the percentage of Minorities in the country is about 18.4 % of the total population of the country of which Muslims are 13.4 %, Christian 2.3%, Sikhs 1.9%, Buddhist 0:8%, and Parsis 0.007%.
The Ministry of Minority Affairs, Govt of India has identified 26 CD Block as Minority Concentration Block in the state where Rs 10 crore rupees has been sanctioned to each identified blocks.

We had given a complaint letter to the Secretary of Social Justice and Tribal Affairs stating our grievances for misrepresentation of the schemes under MSDP in Tuting Block. But the DC and DPO Yingkiong have submitted the concept paper covering only two Buddhist villages under Gelling Circle in which Rs 295 lakhs is being given.
This is a total violation of the rights of Minority Population in Tuting Block under the National Commission of Minority Act 1992. There was no meeting at the Block or the District Level for the selection of this scheme as suggested in the guidelines of MSDP. The concept paper has been prepared randomly by the DC and DPO under political pressure. How was this concept paper accepted by the concerned department of the state?
I would sincerely like to ask the Chief Secretary and the Secretary of social justice and Tribal Affairs if there is a different guideline for the implementation of central sponsored schemes in Arunachal Pradesh.
Meanwhile, I urge the Chief Secretary of the state to look into the implementation of MSDP in Tuting Block at the earliest so that the real beneficiaries of the block could avail this centre sponsored scheme.

This is in reference to letter published on 1st September under the headline “Baseless allegation” in Reader’s Forum wherein it was blindly stated that “Functioning of Govt. Sec. School Parsi Parlo is very smooth, the previous Headmaster has already handed over the charge except previous year’s stipend audit”.
There is Block Education Officer (BEO) and Block Resource Centre Coordinator (BRCC) and Cluster Resource Centre Coordinator, whom the Govt has authorized to inspect the school frequently and prepare reports on the functioning of schools.
There is authority at school level to look after the daily activities of school and to handle stipend meant for Hostel Boarders and School Managing Committee to guide the school and the financial matter related to civil works sanctioned by govt for the school.
Subsequently, cash book is being maintained at school level. Regarding handing/taking

On the same day, under the same headline a group of ASMs and Chairman PPADC from Parsi Parlo also stated that “Schools were vandalized by goons in the recent past, there is corruption as funds meant for Boys and Girls Toilet were siphoned off through forged bill, there is no sufficient regular teacher in all the schools, teachers are absenting from duty for a long time.”
Earlier, chairman of SMC of said school also gave photograph of vandalized girls hostel on local newspapers. It vividly reveals that functioning of school is not upto true spirit of normal school administration.

Foothills and hope for road connectivity
Dear Editor,
This is regarding Foot Hill Road Connectivity. It is to be noted that road development project in hypersensitive border areas was first mooted long years back. But it is a matter of regret that till today nothing has been materialised and the cherished dreams of the people never translated into reality.
After the Chinese aggression of 1962, when NEFA was renamed as Arunachal Pradesh with Union Territory status in 1972,1 have heard from some of the senior leaders of the state that border road connectivity is in the offing.
Even today, the unfortunate dwellers in border villages are lagging behind in developmental fronts, basic amenities and facilities. We have received no special government package/help and we have failed to derive maximum benefits in terms of centrally sponsored schemes/border area development projects.
On the other hand, we find the foot hills of Arunachal Pradesh are studded with the historical ruins, forts, temples belonging to the 10th and 16th centuries. This area bordering with Assam was once a seat of historical importance and rich cultural heritage.
Malinithan, situated 1 km East of Likabali and Balukpong, at the foot of Aka hills testifies it.
But now government is turning blind eye and is least bothered for such historically important sites/monumental sites/tourist spot. Let us preserve our age old cultural heritage and rich cultural site.

It is to be noted that, if such an economically viable project is materialized in future, it would be of immense benefits for the people of East Siang, West Siang, Papum Pare, Lower Subansiri, East Kameng and West Kameng district along the frontiers of Assam.
I appeal the Tuki government to expedite arrangement for proper and successful implementation of road projects for troubled torn areas. Now, people of foot hill belt can look forward to an era of development under the able leadership of Kiren Rijiju. He will leave no stone unturned to execute and implement this project in a time bound manner. We are hopeful that a proper mechanism and effective structure will be put in place. Hence, sooner or later, under the dynamic leadership of Rijiju, who is working proactively, we will hopefully get the positive news.

This indeed is a courageous statement coming from the foreign minister herself. Swaraj deserves some appreciation. Critics both at Delhi and Arunachal have often ridiculed government of India for not being bold to take on China. During UPA regime repeated Chinese incursion inside Indian Territory at Ladakh sector and in Arunachal Pradesh was overlooked for the sake of improving relation between two neighbours. It is widely perceived that Chinese have been emboldened by meek response of past governments and therefore continues to indulge in incursion activities. Modi government seems to be pursuing different policy and looks ready to take head on with China. However new government will have to thread cautious path and should not take any step which seriously jeopardizes the relation two nuclear armed neighbours.
